Patrick C. Carroll Esq.

General Counsel

Mr. Carroll was appointed to Refund Advisors, LLC as General Counsel for all aspects of company operations including in-house monitoring, legal review, claims assessment and preparation of filings as are, or may be mandated by Special Masters and Court Appointed Administrators.

Mr. Carroll is admitted to practice law before the Courts of the State of New York and the State of Connecticut. He is also admitted to practice law before all Federal District Courts in New York State as well as before the Federal District Court for the State of Connecticut and for the 2nd Circuit Court of Appeals. He is a graduate of Brooklyn Law School and St. John’s University.

Prior to beginning his own practice, Mr. Carroll saw 12 years of full time engagement with two general litigation and business logistics firms in Queens and Westchester Counties whose clients included several New York City banks, developers, and large insurers defending professionals, property owners and business owners embroiled in all facets of litigation from professional negligence, to federal and state civil rights actions and copyright violations and unfair trade, competition, RICO, and product counterfeiting matters in federal court. Among the more complicated matters he has litigated, the defense of professionals in what would be become the initial federal claims of ‘reverse redlining’ in home financing practices, as well as allegations of trademark infringement by way of alleged computer counterfeiting and ‘cybersquatting.’ Among the more unusual matters, Mr. Carroll provided and defended landowners accused of harboring a particularly tenacious colony of dam building beavers.

Mr. Carroll is a married father of three. He also maintains an international practice for importing and exporting to Turkey, and travels to the City of Istanbul frequently. He is an avid fisherman and recently ran, (and survived), his first New York City Marathon.
